アメリカのネット・ニュートラリティ問題が、歯切れの悪い FCC の説明にもかかわらず、ほぼ収束という状況になりましたが、今度はインドで大きな出来事がありました。 インドの大手モバイル・キャリアである Airtel が、同社と契約を交わしたアプリに関して、その通信量を無償にする Airtel Zero というプランを発表し、喧々諤々の議論になってしまったのです。 いまは、この Airtel Zero プランの取り下げが推測されていますが、いったい、なにが起こったのでしょうか?
 
Airtel事の始まりは、3/10 の 「Free internet: Airtel’s Mittal takes on Facebook CEO」 に書かれているように、MWC で Bharti Airtel のトップである Sunil Mittal が、Facebook の Mark Zuckerberg に噛み付いたところにあるようです。 つまり、Internet.org の発想は、モバイル・キャリアにとって困った存在であると、攻め立てたようです。
 
Mittal, who met Facebook founder and CEO Mark Zuckerberg here at the Mobile World Congress, said that the social networking major is right in its thinking that such a would expand the market, but telecom operators also need to get their revenues and charge for the services.
 
“I told him (Zuckerberg) that you are right that this (internet.org) expands the market. At the end, you must understand that we (telecom operators) need to charge you for something. SMSes have gone more or less, voice is going down and they (Facebook) recognize that,” Mittal said in a media interaction here.
 
また、Vodafone の Global CEO である Vittorio Colao も、「Internet.org は、Zuckerberg による社会貢献のようなものだが、そのコストを負担するのは我々だと同調した」と伝えられています。
 
そして、Airtel の Zero プランですが、インドのメディアに叩かれ、NewYork Times などにも叩かれ、頓挫しそうな状況へと追い込まれているようです。 さらに、今日になって、この議論に Mark Zuckerberg も参加してきたと、The Times of India が報道しています。
 
In a Facebook post Zuckerberg said: “But net neutrality is not in conflict with working to get more people connected. These two principles — universal connectivity and net neutrality — can and must coexist.”
 
Internet.org とネット・ニュートラリティの整合性を取ることは、とても難しいことであり、だからこそ、Facebook は慎重に事を進めているはずなのです。 つまり、この Airtel の短絡的なプランと、一緒にされるのは御免だという話なのでしょう。

① 1/28: Amazon Japan says ‘cooperating’ with child porn probe
JapanTOKYO: The Japanese arm of Amazon.com said it was “cooperating fully” with a police investigation into the sale of child pornography, after authorities reportedly raided its Tokyo headquarters. The probe — which comes less than a year after Japan made the possession of child porn illegal — reportedly follows the arrest of two men in September for posting illicit photo books featuring children on the Internet retailer’s website.

AustraliaWhile much attention has been focused on how much the owners of Dallas Buyers Club might demand Australian pirates pay for sharing their film online, a new option has emerged: ‘name your price’. According to Channel News Asia, the first batch of demand letters sent by Dallas Buyers Club to 77 of 500 alleged pirates in Singapore did not demand a particular sum.
 
③ 4/5: Microsoft promises $16M in cloud services for 100 Chinese startups
ChinaOn Wednesday, Microsoft China announced that 100 Chinese tech startups are about to get lucky. The company is promising RMB 100 million (US$16 million) in cloud services and support to 100 Chinese startups. Reportedly, Microsoft is also partnering with Northern Light Venture Capital, DCM, and Gobi Partners to offer financial investments in addition to the cloud services and support. The first batch of 100 startups will be hand-picked by Microsoft and its VC partners.
 
④ 4/15: NSW govt embraces PayPal, Apple Pay, from AU
AustraliaNSW residents should be able to pay for a licence renewal or parking fine with PayPal, Apple Pay from their smartphone, or streamlined credit card payment processes like Visa Checkout within 12 months. NSW Minister for Finance and Services Dominic Perrottet today announced the state government would integrate the modern payment capabilities into Service NSW’s new whole-of-government payments platform.
 
⑤ 4/6: In vending machines, NTT introduces a practical one for SIM cards
JapanUnless this is your first day on the internet, you’re probably aware that Japan is home to some of the most bizarre vending machines on the planet. Canned bread, “used” panties, and pretty much anything in between are just a few coins away. While there’s no lack of WTF in the world of Japanese vending machines, some of the quirky stuff is far from practical.
 
⑥ 4/15: China DC server standard project 3.0 to announce at year-end 2015
ChinaThe third version of China’s data center server technology standard project led by China-based Baidu, Alibaba and Tencent are set to be announced at the end of 2015 and the project will cover more standards and adopt a modularized design to help reduce China data centers’ server purchasing costs, according to sources from the upstream supply chain. China launched the first version of the project in 2012 and the second in 2014 and the project is rather similar to the Open Compute Project (OCP) that Facebook has been aggressively promoting.
 
⑦ 1/23: Taiwan server ODMs may benefit from Project Scorpio 2.0
TaiwanTaiwan-based server ODMs including Quanta Computer, Wistron and Inventec may obtain orders arising from the beginning of Project Scorpio 2.0, the second version of a project to boost low-cost and highly scalable data center infrastructure jointly by China-based Internet service operators Baidu, Alibaba and Tencent through collaboration with Intel, in September 2014, according to Taiwan-based supply chain makers.
 
⑧ 4/13: AT&T eyes Vietnam market
VietnamSandy Verma, Senior Director in charge of Internet of Things Solutions of AT&T Asia Pacific said, according to PricewaterhouseCoopers, up to 86% of CIOs worldwide said that technology was changing their business practice. Data analysis and Internet of Things – IoT – are emerging as the most significant technologies. With IoT, mobile phones are not just used for making calls or sending text messages but can open doors, turn on smart devices in homes, and connect devices in workshops and medical devices monitoring human health.
 
⑨ 1/11: NHN Entertainment looks to offer game cloud platform service
KoreaNHN Entertainment has launched a business-to-business (B2B) game cloud platform service to make up for its weakening profits in its top income source ― gambling games. Releasing the cloud service named “TOAST Cloud,” the company said it will diversify its business portfolio to game cloud platforms from existing online and mobile games, and e-commerce to survive as a general IT company.
 
⑩ 4/15: TSMC aiming to start production of 10-nm chips by 2016: CEO
TaiwanTaiwan Semiconductor Manufacturing (TSMC), the world’s largest semiconductor contract manufacturer, has set a goal of beginning mass production of chips on the 10-nanometer technology by the end of 2016, Mark Liu, its president and chief executive officer, said Wednesday in California. TSMC last year won huge orders for Apple’s next-generation mobile device processors, which had previously been awarded to Samsung of South Korea.

cna_6今週の Top-10 ですが、Amazon Japan の幼児ポルノ事件がトップに来ています。 3ヶ月ほど前の事件なのですが、忘れてはいけない出来事なのだと、海外の人々から釘を刺されているように感じてしまいます。 その他では、Scorpio 3.0 に関する記事が興味深いです。 OCP との時間差を考えると、この 3.0 には Widget のようなスイッチが入ってくると推測できますし、それを Huawei などが担いだら、どのような展開になるのでしょうか? アメリカと中国を秤にかける、ヨーロッパの市場が注目されます。_AC Stamp
